100 WORLD RUGBY YEAR IN REVIEW 2015Not just in 2015, but throughout the 2012-15 funding cycle, World Rugby has targeted investment both to increase tier two competitiveness and to strengthen and empower its regions, with pleasing results.TARGETED INVESTMENTS 2012-15A small number of member organisations, namely the 10 high performance tier two unions and the six regional associations, are considered major partners in World Rugby’s overall game investments programme. These 16 organisations are therefore more heavily invested in across the range of rugby operations spend including tournaments, while close working relationships have been forged to guide expenditure of the investment.The regional associationsWorld Rugby could not grow the game without the support of the six regional associations around the world, who are key partners. The six regional associations are: Asia Rugby, Rugby Africa, Rugby Americas North, Sudamérica Rugby, Rugby Europe and Oceania Rugby (Note that a seventh association – Rugby Americas – has recently been formed to accelerate the joint growth of activity in North and South America).Partnering to grow the gameEach year, World Rugby signs a Regional Partnership Agreement with each individual regional association. The agreement outlines the roles and responsibilities of the two organisations in the partnership, key measurables and the level of investment by World Rugby for the coming year.
